I den intense actionthriller 'BY ANY MEANS', som er baseret på virkelige hændelser, mødes to mænd fra hver sin side af loven i et paradoksalt partnerskab.
Da tre borgerrettighedsforkæmpere på mystisk vis forsvinder i USA's sydstater i 1960'erne, bliver en ambitiøs FBI-agent (Yahya Abdul-Mateen II) tvunget til at gå utraditionelle veje i kampen for retfærdighed. Han slår sig sammen med den berygtede mafialejemorder Greg Scarpa (Mark Wahlberg), og sammen kaster de sig ud i en brutal jagt på gerningsmændene.
Men jo tættere de kommer på sandheden, desto mere udviskes grænsen mellem retfærdighed og hævn.
Nogle gange kræver retfærdighed, at man gør, hvad der skal til.
